SSAFA GSTT Care LLP
Since 1996 Guy’s and St Thomas’ NHS Foundation Trust (GSTT) has worked with the UK Ministry of Defence (MoD) to provide hospital care for the British Forces community in Germany (BFG). The Trust’s role is to commission comprehensive, assured, high quality hospital services, and deliver high levels of support to patients throughout their care pathway.
A single contract is in place for all healthcare services between MoD and SSAFA GSTT Care LLP, a limited liability partnership with SSAFA, a Forces charity, with a value of £360m. This was awarded shortly after the Government’s announcement in 2012 that it would completely withdraw troops from BFG.
An innovative commissioning and delivery model
All aspects of healthcare including hospital, primary and community are contracted for with a single provider, thus facilitating the provision of a truly integrated care model. Along with the capitation remuneration as mentioned above, this provides for a unique commissioning and delivery model.
Through its delivery the Trust has accrued valuable experience of contract management and operations with respect to the delivery of healthcare in an international context, acquired skills to deliver bespoke and well functioning electronic records and other systems. Also in place are highly regarded systems for quality assurance, which ensure that care is delivered to NHS equivalent standards or better.
Excellent clinical and commercial performance
The current contract has maintained significant levels of profitability, despite it being tendered on a capitation rather than a ‘cost plus’ basis, which has been made possible by detailed pre-bid analyses and planning supported by rigourous cost control and adherence to plans for the most part throughout the contract term.
The contract has been delivered very successfully to date: all KPIs have been passed in all quarters and in the past contract year 100% has been achieved in every quarter. The contracted services regularly outperform NHS targets in terms of clinical outcomes and efficiency.
